In 1975, a tight budget in Montgomery County, Maryland led to a decision to close one of the four county-run halfway houses. The thirteen men living in the halfway house rented the building and decided to run it themselves. They immediately decided to change the rule that limited a stay to six months because they had witnessed that when a person was required to leave because the time was up they almost always relapsed within thirty days of leaving. That was an important change because recovering individuals take different lengths of time to become comfortable enough in sobriety to avoid relapse.

Oxford House is the largest network of sober living houses anywhere, with houses in all major areas of Florida. In its simplest form, an Oxford House describes a self-run, self-supported recovery houses.
Support for Recovery Without Relapse
The average number of times an Oxford House resident has been through prior treatment is three, but for about a quarter of residents their Oxford House residency is after their first treatment episode. For example, the landlord and phone company may require a security deposit and, while furnishings are generally donated, members will often have to rent a truck in order to pick them up. There may also be a need to buy more "staples" such as flour, sugar, coffee, etc. when a House starts up. However, the members of Oxford House have found only by being active in AA and/or NA have they found comfortable, long-term sobriety -- for themselves and the Oxford House in which they live. Oxford House is built on the premise of expanding in order to meet the needs of recovering alcoholics and drug addicts. This principle contrasts sharply with the principle of providing the alcoholic or drug addict with assistance for a limited time period in order to make room for a more recently recovering alcoholic or drug addict. During early recovery for alcoholism and drug addiction, some members had to leave an institution in order to make room for an alcoholic or drug addict just beginning the recovery process. Other members were asked to leave half-way houses in order to make room for a recovering alcoholic or recovering drug addict who was ready to move into a half-way house. Each individual recovers from alcoholism or drug addiction at a different pace.
Each has a term limit of 6 months to further support a well functioning democratic environment. Equal Expense Shared (EES) is generally between 80 and 160 dollars a week and includes utilities. Weekly business meetings are mandatory to discuss any issues that the house may be facing. It is at these meetings that checks are written for bills and residents are made aware of where they stand financially. Each house adheres to the absolute requirement that any member who returns to using alcohol or drugs must be immediately expelled. Each member pays EES (Equal Expense Share) which includes the oxford house total amount of rent due for the month, utilities and basic staples for the house.
